Hukuki a\u00e7\u0131dan buna trafik g\u00fcvenli\u011fi y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc denir. \u0130\u015fletmeci, kayak\u00e7\u0131lar i\u00e7in kolayca fark edilemeyen veya ka\u00e7\u0131n\u0131lmas\u0131 zor olan tehlike kaynaklar\u0131n\u0131 g\u00fcvence alt\u0131na almak zorundad\u0131r.
